During the fourth T20I between India and Australia at the Shaheed Veer Narayan Singh Stadium, Raipur, electricity was the biggest issue. As the match was played at night time (from 7 PM to 10:20 PM), it was obvious that the floodlights must remain switched on. For close to five year, thanks to the negligence of the Chattisgarh State Sports Department, the venue had 3.16 crores INR of electricity dues.

Because of this, the supply of electricity was temporarily suspended only a short while before the match. However, the State Cricket Association managed to keep the floodlights on with the help of a generator. As the electricity bill was due for quite a long time, the venue missed out on getting a few matches for the ODI World Cup 2023, won by Australia. 

Previously, the Sports Department of Chhattisgarh used to charge the electricity bill for the venue. At that point, Chhattisgarh State Cricket Sangh (CSCS) used to organize significant events. For some time, the responsibility seems to be shifted elsewhere. 

Despite the restoration of a temporary connection, the CSCS has arranged generators for emergency situations. To host a match under floodlights, a power connection of 1000 kilowatts is necessary. Notably, for stadium-wide lighting and air conditioning, a minimum connection of 435 kilowatts is required. However, for floodlights, 600 kilowatts of electricity will be necessary, for which the CSCS has procured generators costing around 1.44 crore.

The dispute over bill payments involves the Chhattisgarh Cricket Association, the PWD Department, and the Sports Department. The CSCS has urged the state departments to transfer stadium ownership to them, allowing the sports body, affiliated with the Indian Cricket Board, to manage it entirely. However, the PWD and the Sports Department have evaded addressing this issue.
